PUBLIC SERVICES COMMITTEE MINUTES

 

FEBRUARY 8, 2005

 

 

The meeting was called to order by Chairman Reams at 6:45 p.m.

 

MEMBERS PRESENT:  Dan Fogt, Mark Reams

 

OTHERS PRESENT:  Kathy House, Phil Roush, Tracie Davies

 

AGENDA ITEMS:

 

q       Organization  - Mr. Reams was appointed Chairman.

 

q       Water-soda ash machine - Soda ash machine was in the budget last year.  It was bid out, but there were no bidders.  It was not put in the 2005 budget.  It is needed, so an appropriation is requested. 

 

q       Potential street maintenance - Legislation for borrowing an additional $1M for additional street paving is on Council’s agenda. Street Department currently working on schedule of streets.  Mr. Reams asked about Chestnut or Weaver Road, which are not on the list.  Feels these two roads are worse than some of the streets that are being proposed.  Mr. Reams expressed concern that with this proposed borrowing and other capital projects coming forward, he doesn’t want to see the City back in the red.  Expressed concern for contingency fund.  What percentage of the City’s contingency fund might be tied up to be used for only other services?

 

Mr. Fogt asked if the State paving was going to be done in 2006.  Response was it should be done in 2006.

 

Paving only would be done, no concrete work for curbs and gutters.  Mr. Fogt feels curbs and gutters should be done around the courthouse, since the Veteran’s Memorial is going to be built.  However, would not want new curbs and gutters damaged by heavy truck traffic. Should be considered after the Veteran’s Memorial is completed.

 

Mr. Reams stated in a study done a couple of years ago, $2M was proposed for streets as an immediate need, then annually $800,000.  $2M being proposed now is for five years worth of paving.  Shared concern that we’re putting a bandaid on something that will look good for a year, but we’re not really solving the problem.  Ms. Davies stated the City is looking at high-traffic streets that are bad. 

 

All input will be considered and street list finalized.
