DESIGN REVIEW

MINUTES OF MEETING OF MARCH 9, 2005

 

 

MEMBERS PRESENT:  Alan Seymour, Pete Griffin, Ken Kraus, Don Bergwall, John Cunningham, Roger Yoder and Paula Bodey.

 

OTHERS PRESENT:  Blade Hauth (Honda Lock) and Brian Gehrki (Movie Gallery)

 

The meeting was called to order at 6:35 pm. 

 

APPROVAL OF MINUTES: 

 

The minutes of January 12, 2005 were approved with the following changes noted:

 

Page Two – change to read as follows:

Review of the site plan elevations dated 12/09/04 shows the following:

 

·  South elevation – to be constructed of brick, EIFS, glass

·  East elevation – 5’ overhang over sidewalk made of EIFS with glass/brick with red metal cap.  Unsure if there is a panel hanging down for the overhang that is shown on drawing.

·  West elevation – steel siding – polar white

·  North elevation- steel siding – polar white

 

Page 3 – second line of second paragraph – delete and between words rooftop and the “rooftop but they would…”

Third to last line – change 18-20 tall to 18’-20’ tall

 

OLD BUSINESS:

 

Movie Gallery – G Zero Properties – 333 S. Main Street

 

Brian Gehrki, developer for Move Gallery reviewed background of developing Movie Gallery sites in different areas of the country.  Mr. Gehrki stated he respects commission’s opinion that they want better building.  He was in Marysville last week and after reviewing the site feels this proposed plan is an offer to soften the look and make it not look like a box.  Some buildings around the area are in good shape, some are not.  This proposal hopefully respects wishes of citizens of Marysville.  Will be the developer of the store and will own it – will be landlord.

 

Mr. Bergwall stated the corner of building encroaches into town run.  What will be done to protect integrity of town run.  Still concerned about engineering.

 

Mr. Gehrki stated he has applied for a 4’ front variance.  The foundation will be dug deeper.  Elevations will be high enough there will be no flooding.

 

Mr. Kraus stated water flows toward Court Street because of the banks installed with the realignment of S.R. 38.  He suggests BZA should approve the variance.

 

Discussion held concerning the location of the dumpster.  It does not show it being moved up toward the building.  Mr. Kehrki stated it could be moved wherever the Commission wishes and can brick enclosure or whatever commission wants.  Mr. Kraus suggested placing dumpster in southwest corner of building.  Will only need to enclose on 2 sides.  Mr. Kraus also stated the handicap spot should be located in the middle, in front of the entrance door.  Probably should have two spots instead of one.  Not appropriate to put handicap parking in corner – need to accommodate people in need with close proximity to front entrance.  Also suggested extending sidewalk in front of building to City sidewalk on S. Main Street.

 

Mr. Seymour stated he feels the elevations are still discouraging because of the amount of windows.  Stated he feels the building should resemble a 1 ½ story house with dormers and front porch to lend itself to immediate neighborhood.

 

Mr. Gehrki stated he has added brick for knee wall so there is not as much glass.  Feels this design is positive stride to make it fit into neighborhood.  Stated when talking about retail, that type of building would not work.  Need storefront looking building to optimize retail sales.  Need as much glass as possible.  Understand this is different situation because of location.  Have to help tenant be successful.

 

Mr. Griffin stated the selected site is a gateway into southern entrance into City.  This site will soon be part of historic district.

 

Mr. Kraus stated he understands what Mr. Seymour is saying – look at what is there now and doghouse would be improvement.  New plan is better.  Likes little bit of gable look.  A lot of those homes may be bulldozed in future.  Does it meet code, is it attractive and architecturally attractive?  Not in historic district yet.  Not dissatisfied with new proposal.

 

Mr. Gehrki  stated the plan can be tweaked – 1 ½ story with columns over canopy on south elevation   or a porch look to help soften look.

 

Mrs. Bodey stated this building is very industrial looking, pole barn building – sterile type of structure.  Needs more character, varied roof lines, etc.  Looks like warehouse – this area is not a warehouse area.

 

Mr. Bergwall stated it looks like a box building and the lot is not a box lot.  Does not necessarily agree with variance request because it may be possible to arrange the building and parking lot better.

 

Mr. Seymour stated elevation is 17’ – would like a steeper (4/12) pitch roof.  Five foot porch areas with columns.  Building materials that look like residential siding instead of EIFS and the metal.

 

Mr. Cunningham  stated Masonic Temple is good example.  Can go along with windows, feels it can be harmonious blend.

 

Mr. Gehrki stated mechanicals on top of roof should not be visible from street because of height of building.  Signs will be individual, internally lit letters on a raceway design, high quality, whatever size permitted by code.  To be located on south elevation over entry and also if allowed on east elevation.  Also, a small monument sign.

 

Suggestion made to pull overhang out and use columns for support – like a pavilion.

 

Mr. Seymour shared drawing showing the building changing from a box to a better architectural looking building.

 

It was agreed that the north and west elevations should not be ribbed metal – brick knee wall.

 

North side can use EIFS like material but west is up against town run.  Mr. Gehrki stated he can use drivet panels that look like EIFS or brick or siding – can use other than polar white.  Windows could be smaller (can raise brick up).

 

The Commission agreed to place this item on the special Planning Commission meeting of March 17th or March 29th if the revised drawings get submitted in time.

 

NEW BUSINESS:

 

Honda Lock – 591 Allenby Drive

 

Blade Hauth stated this is a new 4.7- acre site for the same building that was approved for the Square Drive location.  There is currently a storage facility to the north, office building to the south and apartments across street.  Owner wants UPS trucks to have canopy so a pavilion like area is being proposed.  Building slopes to back.  Building is 14 ½’ with canopy being 18 ½’ in height.

 

The checklist was reviewed.  It was noted the site plan and parking area is much like what was presented prior on Square Drive site.  There will be no dumpster – trash to be inside garage door.  Lights will be down lit poles in parking area and a wall pack for security in rear.  There are two rows of scrub trees at back of property.  Building will have blue tinted glass windows.  There is room for expansion to southwest with plenty of room to expand parking lot.

 

Mr. Kraus stated even though in different zoning district, building seems appropriate.

 

Mr. Griffin stated there is more variety of buildings in the general area.

 

Mrs. Bodey stated there is as bit of hodge podge in area.  Blue metal pergola is so striking, doesn’t fit with anything.  She is fine with the “tech” look. 

 

Mr. Cunningham stated he likes the drawing from an artistic aspect.

 

Mr. Yoder stated this a very modern, very clean look and has no problem with the design.

 

Mr. Yoder made the motion to approve the plans received in City offices on January 28, 2005, for Honda Lock.  Question put, stood:
