PUBLIC SERVICES COMMITTEE MINUTES

 

APRIL 12, 2005

 

 

The meeting was called to order by Chairman Reams at 6:45 p.m.

 

MEMBERS PRESENT:  Mark Reams, Ed Pleasant, Dan Fogt

 

OTHERS PRESENT:  Tracie Davies, Phil Roush, John Connolly, Ryan Horns (Journal Tribune)

 

AGENDA:

 

1)     Impact of new development on current streets

 

Mr. Fogt noted the area of Chestnut Street and Weaver Road and the proposed building of 580 new homes in that area.  Currently the City would have to pay for upgrades to roads, traffic lights, etc.  580 homes will add a lot of traffic to that area and current residents should not have to pay for upgrades to this area.  Developers need to help pay for upgrades for that area.   He referred to the article in the Columbus Dispatch.  Northeast Columbus is recommending a charge of $2,300 per home to pay for parks, roads and other facilities, including fire and police facilities and a rec center.  The developer will pass these costs on to the homebuyers.  They also have a 4-mill property tax for 20 years.  Mr. Reams added they would also have a TIF.  In southeast Columbus, they charge $1,300 per home and 2-mill property tax for 30 years.   In the Hayden Run area, three developers who are building 2600 homes, will pay $8M towards upgrades.  Feels Marysville should look into similar impact fees or come to an agreement with developers to help pay for growth.  Current residents should not have to pay for new development.

 

Mr. Reams suggested looking at the impact fee study put together about five years ago. 

 

Finance Committee is going to put together a proposal.  Ms. Davies and Mr. Roush will talk to the Mayor to get his feeling on these fees. 

 

 

2)     Discuss local limits for the Wastewater Pre-treatment program, as well as entire Wastewater Code

 

The City submitted to the OEPA in December 2003 permission for new local limits, which is what governs industrial pre-treatment programs.  EPA has gotten back to the City and local limits are set.  A permit has to be issued, which will have to be changed in the Wastewater Code.  While making that change, it is felt that the entire code should be reviewed.  Recommend adding a rooftop program, looking at changing inspection fees and the way we do inspections in wastewater and doing more inspections.

 

3)     Status of the stream model

 

Ms. Davies stated the stream model is required to basically justify the City being able to discharge additional flow into Mill Creek for the new site.  EPA has accepted this model.  They have issued a public notice for the City’s application for antidegradation, which is a part of being able to get our permit for the wastewater treatment plant.  NPDES Permit has been applied for. 

 

4)     Sr. 4/Collins Avenue improvements

 

Mr. Roush has not received an update from ODOT.   Last discussion was that ODOT would be starting the improvements this spring.  Will try to get an update for the May meeting.  Mr. Reams asked if this included improvements to Collins Avenue.  Response was no, just the end lanes on Route 4.  Improvements southbound would consist of adding a separate right-hand turn lane, left-hand and thru lane.  Northbound will be a thru lane and left-hand turn lane and signalization.
