The
meeting was called to order at 6:30 pm.
APPROVAL OF MINUTES:
The minutes of May 11, 2005
were approved as presented.
NEW BUSINESS:
McDonalds – S.R. 31/Mill
Road
The checklist as completed by the zoning
inspector was reviewed. Discussion
was held concerning the drive thru loop.
The landscape plan shows parking area. Site plan shows
separation.
Discussion held concerning the need for
sidewalks along
Mr. Kraus stated he feels two handicap
spaces are not sufficient. He
recommended adding two more spaces with 1 1/2 parking space between each
handicap spot. Mr. Smiley stated
the handicap parking is in full compliance of
Northwoods subdivision resident Joe Kalinowski had several concerns:
His property has direct line of site from back yard
What will McDonalds do to lessen impact to Northwoods?
Will have increased traffic on
Not adequate screening
The sound from the drive-thru will travel into their
neighborhood
Northwoods resident Joseph Gilkerson stated McDonalds will add noise and traffic to
their neighborhood. Mr. Seymour
stated there is heavy traffic on
Mr. Cunningham stated property owners need
to know how surrounding properties are zoned before acquiring their
properties. There are limits to
what can be done via the code.
Purpose of design review ordinance is to lessen impact to residential
neighbors.
The building materials were reviewed. Mr. Smiley stated the standard
McDonald’s building is split face block painted but they have went with more
brick for this site. The roof is a
darker red with beige drivet/EIFS, another tan trim
color that will be a little darker.
All brick buildings become old looking fast and they are hard to
refurbish. It is easier to
refurbish this style building every 5-7 years when building is constructed with
brick
Mr. Griffin asked what roof colors are
available. Mr. Smiley stated the
bright red and this choice.
Anything else would be required to be painted and the standing seam roofs
are already the color when constructed.
Discussion held concerning the band of
lights on roof. Mr. Smiley stated
they are low impact lights. Mrs.
Bodey asked if the lights could be omitted. Mr. Smiley said no. The lights are only on when restaurant
is open. Can look at spacing to
reduce the number of lights; can remove three on rear.
Mrs. Bodey asked if they would be required
to return if in 5-7 years they refurbish the building and decide to paint the
brick. Mr. Smiley stated they would
agree to that.
Mr. Seymour stated he would like the brick
to match the color of the shopping center’s bricks.
Discussion held concerning parking lot
exterior lighting. Mr. Smiley
stated there will be four parking lot lights. They will be down lit boxed lights,
splashing light at ground.
Mr. Gilkerson
stated houses in neighborhood do not have bands of white lights on their
roofs. Have been to other areas
where they have better looking building that blends in with neighborhoods better
than this building. Mr. Seymour
stated it is the intent to blend with neighborhood as much as possible. Feels elimination of lights not too much
to ask.
Mr. Smiley stated that would be a deal
killer. People say they do not even
notice the lights. They have
designed this building in accordance with Marysville’s design
code.
Mr. Bergwall
stated the board does not have as stringent rules on paper but they have
adaptability with the area. Asked if there is flexibility with template
design.
Mr. Smiley stated if McDonald’s did not
care about surrounding area, the building would be split face block. Can talk full brick building but need
the lights on the building.
Discussion held concerning full brick
building vs. the design proposed.
Adding corner bricked accents and having less windows would
work.
It was noted there is no fencing proposed.
The trash enclosure will be
constructed of masonry and drivet to match the
building. Also noted was the
signage appearing to be excessive.
All signage required to be approved by zoning
inspector.
Mr. Kilkerson
stated they are resistant to McDonald’s period;
however, they know they are permitted. Would like to see black fencing that is
already in place for Northwoods be continued around to
the entrance on
Mr. Smiley stated they could talk to Casto Development concerning the fence being placed along
Cobblestone and the existing house.
Not sure the retail shopping center would appreciate the fence along
Natalie Nasman(spelling?), resident,
asked if there will be any outside seating areas. Mr. Smiley stated that is decided by the
restaurant operator but there is plenty of space for outside
seating.
Mr. Kraus made the motion to approve the
building with the following conditions:
