PARKS & RECREATION COMMISSION MINUTES

 

JULY 19, 2005

 

 

The meeting was called to order by Chairman Jones at 7:00 p.m.

 

MEMBERS PRESENT:  Russ Jones, Cathy Dwertman, David Monk, John Marshall, John Howard     Excused:  Deborah Groat       Absent:  Rowland Seymour

 

OTHERS PRESENT:  Steve Conley, Connie Patterson

 

APPROVAL OF MINUTES:  There being no additions or corrections, the minutes for the meeting of June 21, 2005 were approved as distributed.

 

REPORT OF DIRECTOR OF ADMINISTRATION:  No report.

 

REPORT OF SUPERINTENDENT OF PARKS & RECREATION:  Mr. Conley thanked those individuals who helped out at the Day in the Park.  Without volunteers and sponsors, the event would not be a success.  Attendance was good despite the inclement weather.

 

JuJu Bees will be performing Sunday night at Concert in the Park.

 

Honda Homecoming is next week.  Motorcycle light parade will be held on Friday night at 9:00 p.m.

 

COMMISSIONER’S REPORT ON INDIVIDUAL PARKS:

 

Legion Park – Mr. Howard asked if someone had looked at the dead tree at Legion Park.  Mr. Conley said that Lane Stillings checked it out.  Cutting down trees falls under Technical Services in the budget, and if he felt there was an immediate danger, it would get cut down, but right now he’s waiting to see if something else needs cut down before that.  Mr. Howard also noted that grass is growing up through the mulch in the playground area.  The wooden picnic tables need to be stained.

 

Mr. Howard received a number of complaints about loud music at the pool.  Mr. Conley said pool management has been instructed to turn off the radio at 5:00 p.m. so it would not disturb the neighbors in the evening.  Neighbors say it’s still playing after 5:00 p.m.  The radio is set on 2 when it is on, with 1 being the lowest.  Mr. Conley will talk to pool management to make sure the radio is shut off at 5:00 p.m.  Consensus of the Commission is everything possible is being done to be a good neighbor to the surrounding neighborhood.  Noise is expected at a park in the summer time. 

 

Mill Valley Park – Mr. Marshall reported that everything is OK at Mill Valley Park.  He noted City crews are mowing brown grass.  Realizes there are some green areas, but feels we can get off the seven-day mowing schedule when there’s not that much rain. 

 

Lewis Park – Ms. Dwertman mentioned the fence between the park and the houses.  It’s rusty and has holes in it.  Mr. Conley will check with Mr. Stillings to see who owns the fence, the City or the residents.  She noted the wooden notice boards have very outdated information on them.  Mr. Conley said an Eagle Scout is going to be painting those boards as a project.

 

McCloud  Park – In excellent shape.  The Building and Grounds Department pays for the flowers and the Master Gardeners plant and care for them.

 

McCarthy Park – Mr. Jones noted some white stuff on the restroom doors.  It is gone now.  Otherwise, park looks pretty good.

 

Eljers Park – Looks good.

 

CITIZENS’ COMMENTS NON-AGENDA ITEMS:  None

 

OLD BUSINESS

 

          5-YEAR CAPITAL IMPROVEMENTS PLAN

 

Mr. Conley distributed copies of the Lewis and South Park Master Plans.

 

See attached 5-year capital improvements plan for Commission’s recommendations.

 

NEW BUSINESS:  None

 

COMMENTS OF CITIZENS – AGENDA ITEMS:  None

 

COMMENTS OF INDIVIDUAL COMMISSIONERS:  Mr. Marshall received a call from a resident on Chiprock commenting about the wedge of grass between the houses and the woods, where Mill Wood Blvd. comes in and goes to the right, where the City is mowing.  Residents are complaining that people are cutting

through that area.  Mr. Conley stated the City is not mowing that area.  It is not the City’s to mow.  It belongs to Dominion.   Individuals are mowing it. 

 

Mr. Howard commented on the signs at the two entrances of Legion Park.  He attended a Legion meeting and mentioned the poor condition of those signs.  A Legion member will take pictures of those signs to a company and have four new ones made at the Legion’s expense.

 

Mr. Jones suggested touring MacIvor Woods for the August meeting.  The Commission will meet at City Hall then head on over to MacIvor Woods.
