DESIGN REVIEW BOARD

MINUTES OF MEETING

DECEMBER 13, 2006

 

MEMBERS PRESENT:  Dave Klug, Ken Kraus, Scott Draughn, Larry George and George McVey.  Alan Seymour and John Cunningham were excused.

 

OTHERS PRESENT:  Bob Meeder, Liz Meeder, John Eberts, Jennie Gates, City Planner Greg Delong and Clerk Barb McCoy

 

The meeting was called to order at 6:33 pm. 

 

APPROVAL OF MINUTES:  November 8, 2006

 

Voice vote was unanimous to approve the minutes of November 8, 2006 as presented.

 

COMMENTS OF CITIZENS FOR NON AGENDA ITEMS:  None

 

HISORIC UPTOWN MARYSVILLE NEW BUSINESS:

 

Demolition of Structure – 119 N. Walnut Street - filed by Robert S. Meeder

 

Bob Meeder stated he has a contract with the owners of the old BP station and has potential plans for that property and would like to use this property for parking.  Before the destruction started on this house they granted the Marysville Fire Department the opportunity to use as a training facility, which they did for three months ending November 1.  When they bought the property it was not in the historic district, it now is in the historic district.

 

Mr. Kraus reviewed ordinance 1136.13, Demolition of Structures. 

 

(a)              Historical Significance – letter from Bob Parrott from the Union County Historical Society stating this house and outbuildings have no known historical or architectural significance.

(b)             Economic Use – non existent

(c)              Deterioration – the deterioration has progressed to the point where it is not economically feasible to restore the structure as determined by the Board.

 

Mr. Klug made the motion to approve this agenda item.  The question put, stood:

OLD BUSINESS:

 

Historical Criteria for Buildings in the Uptown Design Review District

 

Mr. Klug -    It is helpful to have Bob Parrott provide informational letter as was done for tonight’s agenda item

 

Mr. Draughn – need to have criteria such as the following

1.           Has historical event been held there

2.           Period of time designed and was it designed by historical person

3.           Historical design significance - can it be rebuilt with like material at today’s cost, etc.

 

Mr. Kraus – Alan Seymour has been taking pictures in the area.  Would like to use as examples and have the board determine by each property.  Then have URT do the same.  This would help raise questions on what is historical.  Need to deal with issues and not emotions.

 

Mr. George – Noted he would like to be part of that process.
