DESIGN REVIEW

MINUTES OF MEETING OF SEPTEMBER 8, 2004

 

MEMBERS PRESENT:  Alan Seymour, John Cunningham, Pete Griffin, Ken Kraus.  Don Bergwall was excused.   There are two vacancies.

 

OTHERS PRESENT:  Terry Brennen, Blain Singleton, Kevin Gregory, Myron Gallogly, Matt Bennett, John Connolly, Joe Sullivan and Barb McCoy

 

The meeting was called to order at 6:30 pm. 

 

APPROVAL OF MINUTES: 

 

The minutes of July 14, 2004, were approved as presented.

 

NEW BUSINESS

 

Marysville Motorsports.  Filed by Honda.  To be located in Coleman’s Crossing Subdivision as part of Honda Campus

 

Terry Brennen, contractor of Honda, updated progress of Honda automobile building.  Motorsports building faces Coleman’s Crossing – brand new design by Honda studios in California.  First one to be built.  Presentation being made in Nashville National Convention – new ATV being revealed.  Will also have motor crafts, motorcycles.  Will intermix products – car with trailer or boat, etc.

 

Signage will consist of two big wings – one on front of building facing Coleman’s Crossing, one facing S.R. 33.  Structure will be very unique.

 

Exterior will be white stucco with accent color of red (vs. accent color of automobile building being blue).  Aluminum shade front fascia with red.  Site utility work was done with automobile building.  They redesigned storm lines.  Traffic pattern will be with access road.

 

Checklist was reviewed with the following noted:

 

·        Site plan issues all ok

·        Landscape plans to be approved by Shade Tree Commission

·        Will be public sidewalk on Coleman’s Crossing Blvd.

·        Rear of building has façade greater than 100’ in length

·        No loading docks

·        Air units on roof

·        Not sure where dumpster will be yet

·        Signs to be reviewed and approved by Zoning Inspector  according to the City sign regulations

 

Mr. Griffin stated even though the ordinance states “should” for façade being no greater than 100’ in length, the Design Review Board needs to have good reasons why not to mandate 1144.10(a)(4) which states “Facades greater than 100 feet in length, measured horizontally, should incorporate wall plane projections or recesses having a depth of at least 3% of the length of the façade and extending at least 20% of the length of the façade.  No uninterrupted length of any façade should exceed 100 feet.”  Mr. Kraus suggested using awning using materials to match wall over the doors on the rear of the building.  This would help break up the façade.

 

Mr. Cunningham made a motion to approve the building for Honda Motorsports with the following conditions:

 

Ø     North façade of the building meet the provisions of 1144.10(a)(4) of the Planning and Zoning Code by using either awnings or similar structure using related materials to complement the overall structure.

Design review for Honda Motorports approved with condition awnings is installed over rear entrance doors.

 

Lakeside at Green Pastures Multi-Family Development.  Filed by Connolly Construction.  To be located south of McAuliffe’s and north of Gables at Green Pastures on Damascus Road. 

 

Mrs. McCoy stated this site is located in the HMD zoning district.  Applicant did receive a conditional use permit from the Board of Zoning Appeals for multi-family.  Shade Tree Commission will review landscape plan on September 15.

 

Joe Sullivan discussed the proposed apartment project with the following noted:

 

·  90 unit apartment and 68 garage units

·  1 & 2 bedroom 2 story apartments

·  1 & 2 bedroom garden style apartments (single floor units/one on top of other)

·  Entrances to garden style apartments on inside of building with stairs inside

·  Garden apartments have 4 units up and 4 units down

·  Townhouse apartments have 6-units with individual entrances (up/down for each unit)

·  Townhouses will be along Damascus Road

·  Will be colonial style

·  All masonry exterior made with queen size red brick and hardy plank cementitious siding

·  Asphalt shingle roofs

·  Shingles will be hunter green

·  Trim of buildings will be white

·  Patio spaces at rear of building will have privacy fences

·  Front of buildings will have white vinyl picket fences which adds element of scale

·  Divided line windows will be used

·  Central area on site for mail boxes

·  4 dumpsters will have wood enclosures per city and trees will also be planted as screen

·  Front lights on every door with photo cells

         

Discussion held concerning storm water design.  Will be retention on site with active pond in rear.  Feeds into ravine that goes into Boy Scout pond.  All falls from Damascus Road back.

 

It was noted that City sidewalks are required by code on both sides of Gables Drive.

 

Discussion held concerning possible future access to shopping center.  This would require easement from DP&L. 

 

Mr. Kraus questioned handicap units.  It was noted all garden units have 100% handicap accessibility. 

 

Mr. Seymour noted garage unit on Gables Drive facing the nursing home look plain.  Mr. Sullivan stated can put false windows with shutters.  Also can use strong vegetation to buffer.

 

The checklist was reviewed with the following noted:

 

·        According to 1144.09(04) concrete curbing is required for all parking areas

·        Signage required to meet City sign code

·        Landscape plan to be approved by Shade Tree Commission

 

Mr. Cunningham made a motion to approve the buildings for Lakeside at Green Pastures apartments with the following conditions:

 

Ø     Concrete curbing to be installed in all areas

Ø     Shutters to be placed on garages facing Gables Drive

Ø     Visual barrier of some kind (such as landscaping) to off set garages for garages facing Gables nursing facility

The design review for Lakes at Green Pastures apartments approved with the above conditions.

 

MISCELLENEOUS

 

Mr. Kraus distributed revisions to PUD ordinance that were discussed at the last special Planning Commission meeting.  Will work on Chapters 1145.03, 04, 05, 06, 07 and 08 at the special meeting scheduled for September 22, 2004. 

 

Discussion held placing a Design Review item on the agenda for the special meeting.  Mrs. McCoy stated Sehnert Insurance submitted plans too late for this meeting and they would like to break ground prior to the October 13th meeting in order to get the building under roof by bad weather.  Mrs. McCoy stated she does not want to start setting special meetings because she understands the administrative nightmare in not adhering to schedules but in this case understands the dilemma the applicant has because he was not aware of the new design review process.

 

Mr. Cunningham made a motion to accept the design review agenda item be placed on the special Planning Commission agenda for September 22, 2004.
