MINUTES OF MEETING OF OCTOBER 7, 2004

 

 

 

 

CALL MEETING TO ORDER:

 

Mrs. Nuspl called the meeting to order at 12:02 p.m.

 

APPROVAL OF MINUTES:  July 1, 2004, August 5, 2004 and September 2, 2004

 

CITIZEN COMMENTS ON NON-AGENDA ITEMS:  None

 

AGENDA ITEMS:

 

1.   To consider a request for a Certificate of Appropriateness to permit the change in building color from tan to white, located at 116 & 118 East Fifth Street; filed by Teresa Adams, 21579 Winget Rd., Milford Center, OH  43045.

 

Mrs. Nuspl moved the first agenda item to the end due to the property owner or a representative was not present.

 

 

 2. To consider a request for a sign variance requesting a 50 sq. ft. sign vs. maximum 20 sq. ft. wall sign permitted in the B-3 zoning district according to section 1143.19 of the codified ordinance, located at 127 W. Fifth Street, for McCarthy Financial Advisors, filed by Tom McCarthy 127 W. Fifth Street, Marysville, OH  43040.

     

Mr. Tom McCarthy stated he was here to ask for a variance for a sign that has already been installed on his building.  He stated there were several errors made with the original process that has brought this to where it is today.  He stated he supports this board and their purpose in maintaining the downtown architecture.  The sign legislation was set forth to create uniformity.  The size of the sign they put up is the same size as the previous sign that was there.  If they went with a smaller sign, they would have to do patch work with the brick because there is no brickwork behind the sign.  The building was formed to the size of the original sign.  The detail work below the windows above the sign is also notched out for this size of a sign. 

 

Mrs. Nuspl asked what the sign was made of.  Mr. McCarthy stated he believes it is aluminum clad PVC with vinyl lettering.

 

Mr. Draughn stated the sign looks good, however, none of the issues the board brought up at the last meeting were addressed.

 

Mr. McCarthy stated Todd with Graphic Stitch stated he talked to someone and was given information regarding the sign requirements and restrictions.  It was not brought to his attention that there was a 20 sq. ft. maximum.

 

Mrs. McCoy stated when she looked over the information that was brought in she made an error by looking at the BR regulations and this building is in a B-3 district.  She stated at the initial ARB meeting that she did not have a sign permit application and needed to have one before the sign was cleared to go up.  She stated she called Mr. McCarthy’s office and told them they needed to have a sign permit and the sign still went up without one.

 

Mr. Draughn made a motion to grant the variance for the McCarthy Financial sign.  Mrs. Hawkins seconded the motion.

3. To consider a request for a Certificate of Appropriateness to permit business and identification signs and the painting of curb doors and trim, for a business to be located at 112 W. Fifth St., filed by Drew Youngberg, P.O. Box 95, Unionville Center, OH  43077.

 

Mr. Drew Youngberg with UC Signs stated he signed a letter of anonymity with his client to not disclose their identity and that is why the business is referred to as “No Name Financial”.  He stated he has followed the guidelines of the 20 sq. ft. maximum sign.  They would like to change the doors and trim color from a burnt orange to green.  The lettering on the windows will be vinyl.  They will have gold leaf lettering with green shadowing.  To the right of the door will be the business sign and to the left will be an identification sign.  The maximum letter height will be 5”.  Mr. Youngberg stated a number of the other downtown businesses already use the shade of green they would like to use, such as, McCarthy Financial, Jeff Wilson and others.

 

Mr. Draughn made a motion to approve the sign for the business to be located at 112 W. 5th St. as presented.  Mrs. Hawkins seconded the motion.

Mrs. Nuspl asked if there was a representative there for 116 and 118 E. Fifth St.  There was not.  The item was tabled until the next regular meeting.

 

COMMENTS BY INDIVIDUAL MEMBERS:

 

Mrs. Hawkins asked if anything had been done regarding the signs at Unique Boutique?  Mrs. McCoy stated she would send them a letter.  Mrs. Hawkins asked if M & M pawnshop received permission to paint their building?  Mrs. McCoy asked if they changed paint colors or were they just doing maintenance?  No one knew.  Mrs. McCoy stated she would look into it.
