SHADE TREE COMMISSION

MINUTES OF MEETING OF APRIL 20, 2005

MEMBERS PRESENT:  David Burke, Barry Adler, Chad Morse, Dennis DeWeese (at 7:25 p.m.), Barb Bushong, John Hoffman and Barry Adler.  Kevin Behrens was absent.

 

OTHERS PRESENT:  Dana Clay, Eric Phillips, Kathy House, Jim Casto, Steve McKnight (Casto Shopping Center) and Secretary Barb McCoy

 

John Hoffman called the meeting to order at 7:00 p.m.

 

APPROVAL OF MINUTES:

 

The minutes from the meeting of March 16, 2005 were approved as presented.

 

NEW BUSINESS

 

·                    Landscape Plan – Gateway Marysville Project – Delaware Avenue

 

Union County Economic Director Eric Phillips and Director of Administration Kathy House discussed a proposed entry way beautification project along Delaware Avenue and US 33.  Mr. Phillips stated that the City is applying for grant money from an ODOT TE (transportation enhancement) grant.  This is a 3-year funding cycle grant and it is in the last year of the 3 year cycle.  He stated most people feel Delaware Aenue coming into the City from US 33 is the most unattractive entrance into the city and it should be improved.  If the City receives the grant for $100,000 the City would be required to pay 20% of that and also pay for the design layout.  This project would improve the aesthetic quality of that area.  Preliminary plans have been designed.  The grant is due May 1st.  If receive grant, the project would not start until 2006.

 

Members discussed the need for high mounding in the median area to protect anything planted from snow removal and salt.  Also noted was the variety of pears proposed may grow too large for the area.

 

Mrs. House stated the City may curb the median to protect the vegetation.

 

Landscape Plan - Retail Shopping Center by Casto Development – S.R. 31/Mill Road/Cobblestone Drive

 

Steve McKnight discussed the proposed shopping center stateing the property is currently owned by McDonalds.  The shopping center and McDonalds are doing the landscaping proposal jointly.  The design of the buildings is being done separately.

 

Discussion held concerning the proposed bristlecone pine.  Members stated that variety is very slow growing and availability is almost impossible in this area, as well as being very expensive.  Suggestion made to use white spruce or pyramidal arborvitae which would grow taller and thinner.  These can be planted 5’ on center.

 

It was noted the street trees along Cobblestone will be planted between the sidewalk and building to achieve buffering from the subdivision to the west of the property.  If changed to arborvitae, you cannot count those plantings as trees because they are considered shrubs or bushes.

 

After review of the checklist, it was noted 36 vehicular use area trees are required.  Because of the size and shape of the lot, the street trees can be included in the total tree count.  Suggestion was made to plant arborvitae west of driveway to help buffer lights from the house on the corner.

 

Street trees required to be 40’ on center or they need changed to a large tree type for the 60’ spacing.  Norway, Autumn Blaze Maple, etc., would work.

 

Mr. DeWeese made a motion to approve the landscape plan with the above changes to be made.  Seconded by Mr. Burke.  Voice vote was unanimous.  Street tree plan for the Shopping Center to be revised and resubmitted to Shade Tree Commission for final approval.

 

Old Business:

 

·                    Revised Landscape Plan – Henderson House Parking Lot – N. Oak Street

 

Mr. Burke made a motion to approve the landscape plans as revised.  Seconded by Mr. Hoffman.  Voice vote was unanimous. 

 

·                    Revised Landscape Plan – Home Depot – 880 Coleman’s Crossing Blvd.

 

Mr. Morse made a motion to approve the landscape plans as revised.  Seconded by Mrs. Bushong.  Voice vote was unanimous. 

 

MISCELLENEOUS:

 

·                    Arbor Day Activities

Dave Burke, John Hoffman and Barb Bushong confirmed they would attend.

 

Kathy House held discussion concerning the proposed changes to the Design Review Commission, Shade Tree Commission and Architectural Review Board.
