SHADE TREE COMMISSION

MINUTES OF MEETING OF SEPTEMBER 15, 2004

MEMBERS PRESENT:  Dennis DeWeese, David Burke, Barb Bushong, Barry Adler, John Hoffman, Chad Morse Kevin Behrens.

 

OTHERS PRESENT:  Dana Clay, John Connolly, Matt Bennett (Casto), Kerry Reeds (MSI), David Thomas (ME for Keystone Crossing), Terry Brennan (Honda) and Mike Williamson (Cornerstone Engineering)

 

Chairman John Hoffman called the meeting to order at 7:05 p.m.

 

APPROVAL OF MINUTES:

 

The minutes from the meeting of August18, 2004, were approved.

COMMENTS BY CITIZENS:

 

NEW BUSINESS

 

·                    Landscape Plan – Lakeside at Green Pastures – South of McAuliffes on Damascus Road

 

Kerry Reeds representing Lakeside at Green Pastures presented the plans.  Chad Morse questioned mounding and screening.  Buffering is required between commercial and multi-family residential.  Barry Adler suggested trees for screening between McAuliffes and garages.  Five trees suggested on the north side by McAuliffes.

 

Mr. Adler made a motion to approve the landscape plan adding five trees on north side of garages and to add the visual landscape screen to offset garages facing Gables at Green Pastures as agreed at the Design Review meeting; voice vote was unanimous.  Landscape plan to be revised and resubmitted for approval.

 

·                    Landscape Plan –         Honda Motor Sports – Coleman’s Crossing Blvd.

 

The checklist received from Blake Rafeld was reviewed with the following noted:

 

·                    Perimeter of outside of vehicular use area shows 24 trees required and 15 trees shown

 

It was noted because of same ownership of property immediately adjacent, 11 trees on adjacent property should count.

 

Mr. Burke made a motion to approve the landscape plan as presented; voice vote was unanimous.  Landscape plan approved as presented.

 

·                    Landscape Plan –         Dave’s Pharmacy   – 411 W. 5th Street

 

Dave Burke abstained from discussion as a member of the Shade Tree Commission for this item due to conflict of interest.  Mike Williamson reviewed the landscape drawings with the Commission.  After discussion, the following was noted:

 

·                    One more street tree required on Maple Street (small variety)

·                    Two more street trees required on Fifth Street (small variety)

·                    Medium to large type tree on northwest corner on hill

·                    Fill in juniper for screening and mounding

 

Mr. Morse made a motion to approve the landscape plan with the above changes., voice vote was unanimous.  Landscape plan to be revised and resubmitted for approval.

 

 

·                    Street Tree Plan – Keystone Crossing Subdivision – Chestnut Street

 

David Thomas reviewed street plan explaining maximum height of trees is 30’ because of proximity of airport.  Commission suggested more varieties than one type.  Also noted was street trees being required along lots on Chestnut Street.

 

Mr. Adler made a motion to approve the landscape plan with the four different type of street trees for each street – one for Keystone Crossing, one for Keystone Way, one for Baluster Drive and one for Corbel Drive, with a flowering type of tree for Chestnut Street.  All to be small tree from approved Shade Tree list; spacing to be 25-40’.  Voice vote was unanimous. Landscape plan to be revised and resubmitted for approval.

 

·                    Landscape Plan – Union County 7th Street Parking – W. 7th and Court St.

Revised Landscape Plan – Checkered Flag Express – 350 Mill Creek Drive

 

Revised landscape plan was approved as presented.
