SHADE TREE COMMISSION

MINUTES OF MEETING OF SEPTEMBER 21, 2005

 

MEMBERS PRESENT:  Chad Morse, David Burke, John Hoffman, Barry Adler, Barb Bushong and Dennis DeWeese.  Kevin Behrens was absent.

 

OTHERS PRESENT:  James Train and Tim Bass (Bass Architects), Dana Clay and Secretary Barb McCoy

 

APPROVAL OF MINUTES:

 

The minutes of the meeting of August 17, 2005, were approved with the following correction:

 

Page Two – second item in third paragraph – changed “being” to “BETWEEN”

 

NEW BUSINESS

 

·        Landscape Plan – Allenby Square Plaza – east of Holiday Inn Express

 

James Trail and Tim Bass, architects, reviewed the proposed landscape plans for this project.  They stated they included 4’ wide buffering on the side property lines and put in a 10’ wide strip in the front.  The sidewalk will be constructed to match the existing sidewalk for Holiday Inn Express to the east.  There is also landscape buffering at the rear of the property.

 

It was noted that Holiday Inn Express trees are not located in the City tree lawn; they are on their own property.  They have placed ornamental trees closer to the building.

 

Mrs. McCoy commented that Holiday Inn Express, Dollar General, Sumitomo Warehouse and other commercial properties in the area have indeed placed their street trees out of the tree lawn, which is warranted at times due to underground utilities and other reasons.

 

Mr. Morse suggested using Red Maples for the street trees because that is the approved tree in the past for Holiday Inn and Honda Lock.

 

Mr. Bass stated they will check line of sight and install the number that is possible after reviewing safety factors.

 

Mrs. McCoy noted the buffering shown at the rear and sides is not required because there is not residential around this property.  Mounding is required along the street.

 

Mr. Bass stated they will add the mounding along Allenby Drive.  After a suggestion by members of the Shade Tree Commission, he also stated they will keep the spruce trees but will change to Colorado Spruce so they won’t grow as tall and wide as the Norway Spruce.  He also agreed to add three more shade trees along the west property line.

 

Mr. Morse made a motion to approve the landscape plan with the following changes:

 

Ø     Change type of trees on southeast corner to red maple

Ø     Street trees to be Red Maples, with appropriate measurements for safety

Ø     3 Snowdrift crabapple trees added on west property line

Ø     Mounding along street

Ø     Location of street trees to be consistent with Holiday Inn Express

 

The motion was seconded by Mr. Adler. Voice vote was unanimous.  Street tree plan for to be revised and resubmitted to Shade Tree Commission for final approval.

 

·      Landscape Plan – Little Tony’s Pizza – 900 Columbus Avenue

 

The checklist was reviewed with it being noted that they have room for at least one more street tree.  The plan is short 6 interior trees based on the lineal footage of the vehicular use area.  They are short 100 sq. ft. and one tree for landscaping areas also.

 

Mr. Adler made a motion to approve the landscape plan with the following changes:

 

Ø     One street tree to be located at the northwest corner near the street, to be taller variety of crabapple than existing street trees

Ø     6 additional interior trees required

Ø     Additional 100 sq. ft. of landscape area with one tree to be placed at the south corner of building, to match north corner of building.

 

The motion was seconded by Mr. DeWeese. Voice vote was unanimous.  Street tree plan for to be revised and resubmitted to Shade Tree Commission for final approval.

 

Old Business:

 

·        Revised - Retail Shopping Center at Coleman’s Crossing – Coleman’s Crossing Blvd.

 

It was requested the following be added to the comments concerning landscape mounding:

 

                   Landscape Mounding (typ) is required to be 3’ per landscape ordinance.
