SHADE TREE COMMISSION

MINUTES OF MEETING OF NOVEMBER 16, 2005

 

MEMBERS PRESENT:  Chad Morse, David Burke, John Hoffman, and Barry Adler.  Barb Bushong, Dennis DeWeese and Kevin Behrens were absent.

 

OTHERS PRESENT:  Tom Kuhn, Doug Taliford, Brian Graham, Vic Steinfels and Secretary Barb McCoy

 

APPROVAL OF MINUTES:

 

The minutes of the meeting of September 21, 2005, were approved as presented.

 

NEW BUSINESS

 

·        Street Tree Plan - Galbury Meadows Subdivision – London Avenue and Boerger  Road

 

Vic Steinfels representing Galbury Meadows reviewed the history of this project.  He stated on the west side of the property is a heavily wooded area that they are trying to preserve.  A BP oil line runs through the property mandating the layout of the streets and lots.  They will preserve the tree areas as much as possible.  A picnic grove will be in the tree area.  Single family lots and a condominium area with private streets will be constructed.  Water features will be in front along S.R. 38 with fountains.  Boerger Road will be realigned for better visibility along S.R. 38.  A tree inventory will be done.  They plan on installing 100% opacity between condominiums and single family.  Single family lots will be constructed in two phases and the condominiums in three phases over a five year period.

 

Discussion held concerning variety of street trees recommended.  Mr. Hoffman commented there does not seem to be many ornamental trees  shown.  Mr. Morse stated Austrian pines may not be a good choice – they usually die out in 10-15 years.  The following trees were recommended:

 

§             Main Street (Galbury Blvd?) – from cul-de-sac to S.R. 38 – Large Group A Maples

§             Cul-de-sac to woods not including cul-de-sac– Large Group B Oaks

§             North street running east to west, parallel to golf course – Medium Group B – Honey Locust

§             Street running north/south not including cul-de-sac – Medium Group A Lindens

§             Far cul-de-sac and Boerger Road – Medium Group A – approved variety of Pears

§             Recommend medium or small group trees in private areas – Commission suggests at least three different types of trees.

 

Mr. Adler made a motion to approve the street tree plan with the above recommendations; seconded by Mr. Morse. Voice vote was unanimous.  Street tree plan for to be revised and resubmitted to Shade Tree Commission for final approval.

 

·      Street Tree Plan – Adena Pointe Subdivision – Weaver Road, east of Greenwood Colony

 

Tom Kuhn, landscape architect, stated this development to consist of 350 lots will have Linden, Elm and Red Maples as street trees.  There will be landscape buffering around the ponds and landscape buffering between existing houses.  It was suggested to not use white pines.

 

Mr. Adler commented there appears to be a lot of silver linden trees proposed.  Japanese beetles may be a problem with this type of tree.

 

Doug Taliford representing Beazer Homes stated this will be at least a 7-year project.  Mr. Hoffman suggested more diversity – need more than three types of trees for the whole development.  Mr. Kuhn and Mr. Beazer both agreed to add three more varieties.

 

Mr. Adler made a motion to approve the landscape plan with modifications to reflect minimum of five types of trees, assuring the distance planted to be in compliance with the shade tree ordinance.  The motion was seconded by Mr. DeWeese. Voice vote was unanimous.  Street tree plan for to be revised and resubmitted to Shade Tree Commission for final approval.

 

Old Business:

 

·        Revised Landscape Plan – Enchanted Care Learning Center17650 Echo Drive

 

The revisions for the landscape plan were approved as presented.

 

MISCELLENEOUS:

 

A letter from former member Mike Epp was reviewed.  Mr. Epp is concerned that there are no street trees in the uptown area.  Mr. Burke stated he is a member of the Uptown Renewal Team and at the present time trees are not being considered for uptown.  Mr. Hoffman commented that some cities have had success with large tree containers.

 

It was noted that this evening is the last meeting for long-time commission member Barry Adler.  Mr. Adler was thanked for his years of service to the community.  Mr. Adler commented it had a pleasure to serve on the Commission and his only regret was the City has never completed a tree inventory.  He stated he has hopes one will be completed in the near future.
