The
Finance Department is responsible for the overall
day-to-day financial activities of the City involving cash
management, budgetary, debt administration, investments, income
tax, accounts payable, payroll, utility billing and collection.
The Finance Department
monitors a 2008 operating budget of over $87 million and a
capital budget of over $15 million. Duties include
completing annual operating budgets, tracking receipts and
expenditures against these budgets and prudent investment of the
City's resources. The main objective of the City's
investment plan is security with reasonable rates of returns.
The City's investment balance is concentrated in
the State Treasury Reserve (STAROhio) administered by the
Treasurer of the State of Ohio, Fifth Third Securities and
United American Capital Corporation.
All investments are made in accordance with the Investment
Policy reviewed and approved by City Council.
The Finance Department
also administers a debt load of $202 million and provides for
proper payment of these obligations. The City has worked with bond counsel to convert
short-term notes to long-term bonds to reduce the interest rate
risks inherent in short-term debt and ensure reduction of future
dept through principal payments on this outstanding balance.
The Finance
Department, Utility Section is responsible for
billing and collection services for approximately 6,500 water,
sewer and refuse customers. Utility customers are billed
monthly as meters are read. Payments may be made at City
Hall, 221 South Plum Street. Office hours are from 8:00am
to 4:30pm Monday through Friday. Payments can be made
directly at the above address or dropped off at the overnight
drop off point at City Hall (Police Department entrance).
Please do not leave cash in the overnight drop box.
The Finance
Department, Utility Section accepts Visa, Mastercard
and Discover for payment of utility bills. These payments
may be made either in person or by calling (937) 642-6861.
We also provide utility customers the opportunity to have their
monthly utility bill debited from their bank account (direct
debit program).
The Finance
Department is also responsible for City income tax
collections. All wages earned by City residents and
nonresidents working within the City limits are subject to a one
percent tax (1%). Employers operating within the City
limits are required to deduct and remit this tax for all
employees. Residents working outside of Marysville, who
are not having the 1% City income tax withheld by their employer
as a "Courtesy Withholding", are required to file and pay
quarterly their estimated income tax obligation.
